Abstract
Dit was nog altyd die prerogatief van die politieke gesag om te besluit wanneer en vir welke doel die dreigement van geweld aangewend moes word om politieke oogmerke te bereik. Maar sodanige besluite was basies gefundeer op professionele militêre advies, en tot betreklik onlangs was politieke leiers gewoonlik bereid om militêre aangeleenthede hoofsaaklik, indien nie uitsluitlik nie, in die hande van die opperbevel te laat. Tydens die Eerste Wêreldoorlog was daar egter al ’n verandering in hierdie patroon te bespeur en het die legendariese opmerking van die destydse Franse Eerste Minister, Clemenceau, naamlik „dat oorlog ’n te ernstige saak is om oorgelaat te word aan generaals” o.a. gedui op ’n ontwakingsbesef van die noodsaaklikheid om, met die oog op oordeelkundige strategiese beplanning, kragte uit die verskillende terreine saam tc trek en in te span.Copyright information
